Fines for speeding?

A month ago I was driving in a residential area. It was not a digital signal with a camera posted along the road car speed record of the (speed limit was 20, he was 22, but not slow in time) I am sure the camera has an image, but did not receive a fine by mail. I just pay or do traffic school, but as I have not received it worries me that was lost in the mail and the police. I'll assume ignore. What is happening here? I think they are very good. Police generally people do not have tickets for just 2 miles above the speed limit. Also, do not believe that the signs actually trying to catch speeding. They are in place to limit excessive speed, showing the speed with which it is addressed. I accelerated nearly 10 mph speed limit signals to pass through several times in my life and never have been sent a ticket to do so.
