How do points get removed from one’s driving record?

In New Jersey I read that for every year you have a clean driving record since any offenses, 3 points are deducted from your driving record. But if one got minor driving violations (no points) during this one year time frame, do the 3 points still come off?

I know I’m asking this from an NJ perspective, but any and all related answers are welcome regarding laws in other states.

Though where I am the number of points is different, but I am guessing the basic premise is the same. If you your minor driving violations is normally no points, you should drop 3 points this year. If you go no points for you minor driving violations because it was the first time in a long time since last infraction, and this was ‘Freebee’ then it should prevent the the 3 points from dropping.
