22 years old and no driver’s license. What do I need to start?

I know it’s embarrassing, but I don’t have my driver’s license and I am nearly 22. I have an irrational fear of driving due to a good friend dying in a car accident when I was 15. But I want to get my license. I am tired of relying on other people to get me to work.

I know how to drive, I’m just not extremely confident.

I got my driver’s permit when I was 17 (aka, passed the written part of the exam). Is this still valid? I don’t have the physical copy of it as it was destroyed in a house flood, would the DMV still have it on record?

My truck is insured under my mother’s name. Can I still drive my truck with someone else in the car, and be insured?

I live in Texas. Any help would be appreciated. Thank you. =)

INSTRUCTION PERMIT:
This is a permit issued without a photograph for the purpose of permitting a student driver to legally practice when accompanied by a licensed driver who is at least 21 years of age and has had at least one year driving experience who is occupying the seat beside the driver, is not intoxicated, asleep or engaging in any activity that prevents them from observing and responding to actions of the driver.
Minimum Age: 15 with driver education.
Fee: $5.00
Expiration: Issued until the applicant’s next birth date, plus one year. Not renewable as an instruction permit but must be renewed as a photo-type license at regular fees upon expiration or at the time the driving test is passed and the restrictions are removed.

So, whenever you got it, it good until your birthday, plus one year.
