Why can I legally carry a loaded semi-automatic AK-47 in a vehicle in Arkansas, but not a hadgun loaded?

Why I need a permit to carry a loaded weapon on the defensive purposes, but allows me to carry a weapon much more offensive can round magazines loaded with 30 or even a 75 round drum?
