Are there certain guidelines an officer must follow when pulling someone over? I feel unjustly treated ?

I am a young lady (18) and while driving home from church last night at 9 I got pulled over. I was on a back road, it was really dark and no one at all was on it. Half way down a car got behind me and was tailing me for a good 3 minutes. The car was so close i thought i was for aure going to get hit I got really scared and began to speed up trying to escape my follower ( I had been followed on this road before). It turns out it was a cop. After questioning me i told the officer how I was scared. He ignored my remark and just walked away. He told me he started following me because he suspected that I MIGHT speed. He went back to his car and saw my perfect record and gave me a ticket for 55 in a 30 zone. My court date is in 3 months. I went back and saw when he turned his lights on I was well into a 35 zone. Is this right? Can he do that even though he caused me real fear?
