Who should pay? If you have a ticket for driving someone elses car, but not for negligence, speeding, etc.

I a friend who has used the car for her boyfriend brother b / c they do not own one yet. Generally, take and pick up work and time is using the car for your needs. They put the gas, maintenance, etc. b / c they use the car too. while the engine arrested and has been a ticket b / c it was not a faceplate .. car (in Ohio, which is supposed to be illegal) and feel they should pay the car owner must pay the ticket. Mind handling every day, but the owner is aware that there was in the front plate of the car. The owner makes some money on the ticket, but it was still not happy. I asked some people and the impression that the owner does not pay, who is right?

The driver of a vehicle is responsible for his condition. The owner is no charge here, if the driver does not state where the vehicle is maintained, is free not to drive.
