Are radar and red light cameras really, really legal.?

The state of Arizona has spent billions to install cameras on most highways and many red lights that will catch any more than ten miles over the speed limit or running a red light, especially in Maricopa County. I I drive in life and at some point, I see two cameras on the same highway 4 miles away. I heard that tickets are 150 to 180 thousand U.S. dollars and will be published shortly. Is this legal? This is some kind of trap? How this system installed without more people are seeking solutions. Is it deteriorating?

They are another example of government taking the brother of the problem of "great". Its really generating revenue – and not security.
