Simultaneous Drivers Licenses?

I have held a California drivers license continuously for a long time. A few years ago I began spending a lot of time in Vancouver, so I got a car there for convenience and I got a drivers license there too. I’ve since sold that car and stopped going to Vancouver. Recently I received a California drivers license renewal form on which I am asked if I have ever been issued a drivers license in another country. My driving record on both licenses is spotless: no tickets, no accidents. My questions are:
1. What is the purpose of California DMV asking this question?
2. What is the consequence if I honestly answer yes?
3. What is the consequence if I dishonestly answer no?

You most likely obtained your Canadian license illegally because you need to be a legal, permanent resident of any state or country to get a license in that state or country. Besides, You did not need a Canadian license, since every country in the world would recognize your California license. You California license was perfectly valid in Canada. I have no idea why they are asking the question but I do know that I would not lie to them. The consequences? They would probably deny your license renewal if they found that you had lied.
